The first decision on a fence is stain or paint, and the material usually makes it. A wood fence takes either, and stain is the better choice when you want to keep the grain visible through a transparent or semi-transparent finish. Paint covers the grain and gives you a solid color. Aluminum and wrought iron take a different product again, because a metal coating has to bond to the surface rather than soak into it. Vinyl is its own case: the color is usually part of the panel, so a painted vinyl fence is a repaint over a surface that was never designed to hold one.
Wood fence work starts with the condition of the boards, not the color. Loose boards, split rails, and a fence that moves in wind need repair before any coating goes on, and prep is where most of the labor sits. What is needed for a fence that has never been coated is different from what is needed for one that was coated years ago and is now failing.
Metal fencing is the other half of the question. A wrought iron fence needs the rust addressed first, because a fresh coat over rust fails within a season. DIY is a reasonable route on a short wood fence in sound condition if you have the time to prep it. It stops being reasonable on a long run, on a fence that needs repair, or on wrought iron that needs rust treatment, because the prep is the work and the coating is the last step rather than the job.
